Dear Friends and Neighbors,
I hope you are well and having a wonderful holiday season. 2023 is almost over, which means the 2024 legislative session is just around the corner. As we get ready to return to Olympia, we are facing many of the same issues that have been at the forefront of the Legislature for the past several years.

Some of the big issues that will continue to get attention in 2024 include public safety, gas prices and the cap-and-trade program, the lack of affordable housing, homelessness, education and learning loss, and the state’s ongoing drug crisis. I will continue to update you on all these issues and more throughout the entire 60-day session.
Property Document Recording Service
I also want to bring something else to your attention. I recently spoke with a constituent about an increasingly common problem and an easy solution most people aren’t aware of. Deed fraud, also known as home title fraud, title theft, or house stealing — is the illegal transfer and recording of a real estate title without the knowledge or consent of the legal owner. Criminals often target vacant properties — such as vacation homes.
That’s exactly what happened to this constituent. He discovered a property he owned was about to be fraudulently sold when he drove by the vacant lot and saw a sale pending sign posted on the land. Fortunately, there is a free service that can help you stop this from happening to you. Clark County offers a free notification service for legal recordings. Property Recording Notification is an electronic notification service that alerts a subscriber via email every time a land records document is recorded with a requested name. You can enroll with your name, property identification, business, or property legal description. Click here to use this valuable service.
Capital Budget Projects Form Now Available
Additionally, now is good time to make you aware of some important information about the state’s capital budget funds. The 2024 Local Community Project form is now available. The deadline for submission is Jan. 26, 2024, at 12 p.m.
Funding is appropriated for the Local and Community Projects through a selection process during the legislative session. Requestors are strongly encouraged to submit their project early to ensure their request is received and to address any questions that may arise. Funding is not guaranteed and will be decided during the 2024 legislative session.
The form must be filled out in one sitting and is unable to be saved, therefore, the attached document outlines the questions so a requestor can be prepared with the information they will need in order to complete the form. All requests must be made using this form. Past versions of this form are unable to be accepted. Please no attachments.
Once a project proposal is submitted, an email will be sent to the address provided letting you know that the request was received. This is an automatic email, so there is no need to reply. Please ensure that the email address provided is correct.
House Page Program
With session almost here, now is a great time to let you know about the Washington State House of Representatives Page Program, which is now open for applications. Being a page can add a meaningful and unforgettable chapter in a student’s education and life experience.

Student pages spend a week helping House members with all sorts of tasks—from hanging out on the chamber floor to making deliveries across campus, supporting member offices, and diving into Page School.
- Eligibility: Students should be 14-16 years old. Pages get a stipend of $65 per day and can rack up to 20 hours of community service.
- Extra help: If you need a hand with the costs of getting to Olympia and staying there, the Gina Grant Bull Memorial Legislative Page Scholarship can help. It’s designed to ease the financial load, so don’t hesitate to apply.
If you know a student who would benefit from this experience, please let them know about this program. It’s a great way to learn and make a positive impact.
