Dear Friends and Neighbors,
Dear Friends and Neighbors,
I hope your new year is off to a great start. I want to thank all of you who attended my recent town hall meetings in Vancouver and Battle Ground. I appreciate your interest in our state government. Your ideas and feedback are valuable as I prepare for the 2025 legislative session, which begins on Jan. 13.
As lawmakers prepare to return to Olympia, we face many of the same issues that have been at the forefront of the Legislature for the past several years. Some of the major issues in 2025 include public safety, lack of affordable housing, homelessness, and the high cost of living. I will keep you posted on these and many other issues throughout the entire 105-day session.
2025 Legislation
I have several pieces of legislation already in the works.
House Bill 1121 would allow a 16- or 17-year-old minor to work the same number and frequency of hours during the school year as would be permitted during summer, school vacations, or holidays if they meet certain requirements. The student would have to be enrolled in an approved career and technical education program, and the work would have to be performed for an employer approved by the program.
House Bill 1122 would improve students’ educational success by restricting mobile device use in public schools. Students’ use of mobile devices during class time has negatively affected on their learning and outcomes. Devices are becoming a constant distraction, disrupting everyone’s learning environment. The bill would require the Washington State School Directors’ Association to develop a model policy and procedures for restricting student mobile device use during class time.

I also plan to sponsor legislation similar to House Bill 2038 from last year. This bill would require the Office of the Superintendent of Public Instruction (OSPI) to create a voluntary online survey for parents or guardians to fill out when transferring or withdrawing a student from a public school or school district. It’s no secret we are losing too many kids from public schools, and this legislation would help us determine why.
I will continue to send updates as the session progresses.
2025 Committee Assignments
I have some new committee assignments for the upcoming biennium. I will be the ranking Republican member on the House Consumer Protection and Business Committee. I will also continue serving as the assistant ranking Republican member on the House Capital Budget Committee, and will begin serving on the House Agriculture and Natural Resources Committee.
House Page Program
I want to make you aware of the Washington State House of Representatives Page Program, which is now open for applications. Being a page can add a meaningful and unforgettable chapter to a student’s education and life experience.
Student pages spend a week helping House members with all sorts of tasks—from hanging out on the chamber floor to making deliveries across campus, supporting member offices, and diving into Page School.
- Eligibility: Students should be 14-16 years old. Pages get a stipend of $65 per day and can rack up to 20 hours of community service.
- Extra help: If you need a hand with the costs of getting to Olympia and staying there, the Gina Grant Bull Memorial Legislative Page Scholarship can help. It’s designed to ease the financial load, so don’t hesitate to apply.
If you know a student in the 18th District who would benefit from this experience, please let them know about this program. It’s a great way to learn and make a positive impact.
